First Update Report on White Paper on Enterprise

The Minister for Enterprise, Trade and Employment, Simon Coveney TD has published the First Update Report on the White Paper on Enterprise Implementation Plan 2023-2024, which was published in May of this year. This report details the work undertaken to progress the 40 initiatives identified in the Implementation Plan and also provides an update on the 15 key target metrics identified in the White Paper.

Minister Coveney said;

“The focus of the White Paper is to enable a vibrant, resilient, sustainable and regionally-balanced economy made up of a diversified mix of leading global companies, international competitive Irish enterprise and thriving local businesses.

“It is encouraging to see the progress already made in driving forward the ambitious agenda set out in White Paper on Enterprise. Already we are seeing Local Enterprise Offices supporting a greater number of Irish businesses as well as increased funding for decarbonisation, digitalisation, and innovation.  In addition, strategies are being developed to support Offshore Wind and Clustering and there is enhanced access to finance for our businesses.

“We have recently launched four new European Digital Innovation Hubs to support digital transformation in SMEs and public sector organisation. Additional skills programmes have been rolled out to support the green and digital transitions and the jobs they will bring while we also continue to strengthen the competitiveness of our enterprise-base in an increasingly challenging global economy.

“This positive picture is also reflected in the key metrics we are tracking to measure success in achieving the White Paper’s ambitions. The majority of these metrics are trending in a positive direction, with unemployment down, whilst enterprise productivity and exporting statistics continue to grow. It is important now that we continue to build upon the great progress made to date.”

The commitments set out in the White Paper on Enterprise, published in 2022, represent an ambitious vision for enterprise policy in the period to 2030, which will work to enable Irish-based enterprise to succeed through competitive advantage founded on sustainability, innovation and productivity, delivering rewarding jobs and livelihoods.

The 15 targets in the White Paper on Enterprise cover the government’s ambitions across the areas of employment and seven identified priority policy objectives:

  1. integrating decarbonisation and net zero commitments;
  2. placing digital transformation at the heart of enterprise policy;
  3. advancing Ireland’s FDI and trade value proposition;
  4. strengthening the Irish-owned exporting sector;
  5. enabling locally trading sectors to thrive;
  6. stepping up enterprise innovation; and
  7. building on Ireland`s existing strengths and opportunities.
