Powering Prosperity – Final Implementation Progress Report

Powering Prosperity – Ireland’s Offshore Wind Industrial Strategy included 40 actions to be delivered by the end of 2025. This report provides a final implementation status update on all 40 actions.

Powering Prosperity – Ireland’s Offshore Wind Industrial Strategy was published in March 2024 with the overarching objective to ensure that Ireland captures the value of the supply chain to deliver an offshore renewable energy (ORE) sector of scale while maximising the economic impact of Ireland’s ambitious targets for ORE development. 

In April 2025, the First Implementation Progress Report set out the considerable progress made in the strategy’s first year towards maximising the economic development potential associated with Ireland’s offshore wind targets to deploy at least 20 gigawatts (GW) of offshore renewable energy by 2040, rising to 37GW by 2050. 

The Final Implementation Progress Report details the successful implementation of Powering Prosperity across the four core pillars:

  • Offshore Wind Supply Chains
  • Research, Development, & Innovation
  • Balanced Regional Economic Development Opportunities
  • Future Demand and End Uses for Renewable Energy 

Of the 40 actions across the 4 pillars, 90% are completed, and a further 3 are still in progress. 

Work is already underway in the Department of Enterprise, Tourism and Employment to develop a successor strategy which will take a broader renewable energy system view and is expected to be published later this year.
