These Regulations align the Casual Trading Act 1995 with certain provisions of the EU Directive 2006/123/EC of the European Parliament and of the Council of 12 December 2006 on services in the internal market.

The purpose of the European Union (Casual Trading Act) Regulations 2018 is to align the Casual Trading Act 1995 with the Service Directive in 3 areas:
- Selection procedures used by local authorities in issuing licenses
- The issue of charges and fees; and
- The duration of casual trading licenses
The SI did not introduce any additional changes which were not already provided for in the Services Directive which was transposed into Irish legislation in November 2010 and so it does not prohibit the inter-generational passing down of licenses to street traders subject to the issue of yearly licences by the relevant local authority in a transparent manner.
