General Scheme of the Industrial Development (Miscellaneous Provisions) Bill 2025

The drafting of the Industrial Development (Miscellaneous Provisions) Bill 2025 along the lines of the General Scheme was approved by government on 18 February 2025.

The proposed amendments will allow IDA and Enterprise Ireland to offer new Environmental Protection Aid grants under the Industrial Development Acts, to accelerate decarbonisation among industry. It will also amend the existing legislation to specifically provide for consultancy advice grants to enterprise agency clients to incentivise the development of robust plans for the green and digital transitions. 

The proposed bill will also amend the Industrial Development Acts to allow IDA to establish and invest in Designated Activity Companies registered under the Companies Act 2014, with third parties, such as State agencies which make strategic investments, for the purpose of developing critical industrial and commercial property and infrastructure. 

The bill will also provide a vehicle for miscellaneous unrelated technical amendments in relation to other departmental legislation; specifically, amendments in respect of Enterprise Ireland regarding FOI obligations, the Health and Safety Authority, related to the length of appointments to the board (increasing from 3 to 5 years the term of appointment), and technical enabling amendments to the Dangerous Substances Act 1972 and the Chemicals Act 2008.
