Open Consultations
The Department of Enterprise, Tourism and Employment invites companies to complete a short survey to inform Ireland’s contribution to EU work on monitoring (and potential screening of) outbound investment.
The aim of the survey is to:
- gather insights into Irish companies’ activities and investments abroad, particularly in sensitive or strategic technology sectors (for example, artificial intelligence, advanced semiconductors, quantum technologies)
- understand levels of company awareness of export controls, risk profiling and any compliance obligations linked to outbound investment
- inform Ireland’s contribution to the European Union’s development of a framework for monitoring and potentially screening outbound investments
Key assurances
This survey is not a regulatory or enforcement exercise.
It is intended solely to inform national and EU policy development.
Responses may be submitted anonymously. Any identifying information provided will be treated in strict confidence and used only in aggregate analysis.
Who should respond

- operate in, or export to, sensitive technology sectors
- engage in outbound investment (for example, acquisitions, joint ventures, greenfield projects) outside the EU
- have compliance or risk-management processes covering international investment
