The Department of Enterprise, Tourism and Employment invites submissions from the public to inform the development of Enterprise 2035, Ireland’s forthcoming enterprise strategy.
Introduction
Recognising the rapidly evolving global environment, the Programme for Government sets out a commitment to develop and publish a new enterprise strategy, Enterprise 2035, as a long-term ambition for enterprise growth and job creation over the coming decade.
Enterprise 2035 will build on the White Paper on Enterprise, maintaining a focus on building on Ireland’s strengths as an open economy with strong trade and foreign direct investment, a vibrant innovation ecosystem and a resilient labour market, while also adapting to new challenges in an increasingly uncertain world.
Context
Ireland's enterprise base continues to perform strongly, supporting high levels of employment, exports and investment, but the environment in which firms operate is changing rapidly. Since the publication of the White Paper on Enterprise 2022-2030, businesses have faced a succession of major economic and geopolitical developments, including accelerating digitalisation, the growth of artificial intelligence, decarbonisation requirements, changing global trade patterns, supply-chain disruption and increasing competition for investment and talent. These developments present significant opportunities for innovation and growth, while also creating new challenges for competitiveness, productivity and resilience.
A new enterprise strategy provides an opportunity to assess how these trends are reshaping the economy and to ensure that Ireland's policy framework remains fit for purpose in supporting enterprise development over the decade ahead.
Enterprise 2035 will consider the actions Ireland should take over the next decade to build a more innovative, sustainable, resilient and regionally balanced enterprise economy.

This public consultation will seek views on a selection of these policy issues.

The closing date for submissions is 5pm on Friday, 18 September 2026.
Data Protection and Freedom of Information
It is intended that all submissions received will be made available under the Freedom of Information Act 2014 (FOI) and as such may be published on the department’s website. In responding to this consultation, parties should clearly indicate where their responses contain personal information, commercially sensitive information, or confidential information which they would not wish to be released under FOI or otherwise published. The department's Data Protection Data Privacy Notice is available on the enterprise.gov.ie website and explains how and when the department collects personal data, why it does so and how it treats this information. It also explains rights in relation to the collection of personal information and how stakeholders can exercise those rights.
