Open Consultations
The Department of Enterprise, Tourism and Employment (DETE) is undertaking a public consultation to inform an evidence base responding to the European Commission’s Cloud and AI Development Act (CADA) proposal, a new regulatory framework intended to strengthen Europe’s cloud computing and artificial intelligence ecosystem.
Background
The CADA proposal responds to growing demand for cloud computing and AI infrastructure across Europe. It includes measures aimed at cloud and computing capacity, support for AI innovation, public sector cloud procurement and the development of a European framework for cloud computing sovereignty.
The European Commission has stated that the proposal is intended to strengthen the competitiveness, innovation capacity and resilience of Europe's cloud and AI ecosystem and create a more integrated and autonomous European market for cloud and AI technologies.
Consultation process
Please send submissions by email to cada@enterprise.gov.ie by 11 September 2026.
Submissions can relate to any part of the Act and there is no requirement to express a view on the entire Act.
Please note that consultation responses may be published on the DETE website. Any personal information will be removed before publication.
Next steps
After the consultation closes, the department will review all submissions received. We may also engage directly with stakeholders to discuss specific issues in more detail where appropriate.
The feedback received will help inform the department's understanding of stakeholder views on the different aspects of the proposal.
Data protection and freedom of information
It is intended that all submissions received will be made available under the Freedom of Information Act 2014 (FOI) and as such may be published on the department’s website. In responding to this consultation, parties should clearly indicate where their responses contain personal information, commercially sensitive information, or confidential information which they would not wish to be released under FOI or otherwise published. The department's Data Protection Data Privacy Notice is available on the enterprise.gov.ie website and explains how and when the department collects personal data, why it does so and how it treats this information. It also explains rights in relation to the collection of personal information and how stakeholders can exercise those rights.
