The suite of actions in the Government's Civil Service Renewal Plan includes a commitment to undertake a programme of organisational capability reviews of all government departments.
The Review of the Department of Business, Enterprise and Innovation (DBEI) was carried out during 2018 by a Capability Review Team (CRT) from the Reform and Delivery Office, based at the Department of Public Expenditure and Reform.
This is the third such capability review that has been concluded by the CRT following on reviews undertaken of the Department of Transport, Tourism and Sport (2016/17) and the Courts Service (2017/18).
The Review team's work involved reviewing a range of documentation and conducting a series of interviews and workshops, internally within the Department and its Offices, and externally with the DBEI agencies and a range of stakeholders including various government departments.
The work of the Review team was overseen by an external peer review group chaired by Mr Tom Moran, former Secretary General at the Department of Agriculture, Food and the Marine with Ms Ann O'Connell, formerly with Price Waterhouse Cooper and Mr Brian Cawley, former CEO of the Institute of Public Administration.
In terms of oversight of the process this was overseen by Secretaries General Mr Sean O Foghlu, Department of Education and Skills; Mr Mark Griffin, Department of Communications, Climate Action and Environment; and Mr Maurice Quinn, Department of Defence.
As is required through the Capability Review process, the Capability Review report and the Department’s Implementation Plan were approved by the Secretary General of the Department of An Taoiseach, Mr Martin Fraser and the Secretary General of the Department of Public Expenditure and Reform, Mr Robert Watt, in March 2019.
The Capability Review report and the Department’s Implementation Plan were noted by Government at the Cabinet meeting of 16 April 2019.
