Stakeholder consultation on the European Commission’s Single Market and InvestEU Programme Proposals

Stakeholder Consultation on the EU Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL establishing the Programme for single market, competitiveness of enterprises, including small and medium-sized enterprises, and European statistics and repealing Regulation (EU) No 99/2013, (EU) No 1287/2013, (EU) No 258/2014, (EU) No 652/2014 and (EU) 2017/826 and a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL establishing the InvestEU Programme.

On 2 May 2018, the European Commission proposed the Union’s Multiannual Financial Framework (MFF) for 2021-2027. Among other things, the Commission proposed a new Single Market Programme with the objective of strengthening the governance of the internal market, supporting the competitiveness of industry and of micro, small and medium-sized enterprises (SMEs). The proposal provides for a budget allocation of €4,089 million.

The Commission is also proposing the establishment of an Invest EU Programme which will streamline the EU financial instruments currently available to support investment in the EU with the aim of making EU funding for investment projects in Europe simpler, more efficient and more flexible. The Invest EU Programme consists of the InvestEU Fund, the InvestEU Advisory Hub and the InvestEU Portal.

The Department of Business, Enterprise and Innovation is seeking views from stakeholders and interested parties to help inform Ireland’s national position on the European Commission’s proposals for these Regulation, in particular how they impact on the current Programme for the Competitiveness of Enterprises and SMEs (COSME) and the SME guarantee provided under InnovFin.

Views from stakeholders and interested parties on the proposed Regulations are requested no later than Wednesday, 12 September 2018.
