Ireland's Smart Specialisation Strategy for Research and Innovation is the National Research Prioritisation Exercise (NRPE) (link to W.18 Research Prioritisation Steering Group Report), including its implementation framework, i.e. the Monitoring Framework (indicators and targets), the Action Plans for each of the Priority Areas and the governance arrangements.
This is a national strategy with no separate smart specialisation strategies for each of the 2 regions (BMW and South & East). The NRPE process takes into account the regional dimension.
The implementation of the funding aspects of the strategy will be delivered through the research funding agencies. Our smart specialisation strategy encompasses not only funding provided through the funding agencies that is co-financed by the ERDF but also the other non-co-financed funding provided through them.
The existence of a Smart Specialisation Strategy for Research and Innovation (RIS3) is an "ex ante conditionality" for receipt of European Structural and Investment Funds for research technological development and innovation in the new round 2014-2020.
A strategy was submitted to the European Commission to assist in the process of development and finalisation of Ireland's Partnership Agreement with the EU in relation to the ESI Funds.
The document describes the context and process under which the NRPE was established
- how the priorities were selected
- how it is being implemented and monitored and
- how it fits in with the overall economic strategy for the country and for the 2 regions.
